PLANNING COMMISSION MINUTES <br /> MARCH 17, 1988 <br /> 5 . GENERAL PLAN MAP AMENDMENT APPLICATION NO. GP-88-12 AND ZONE <br /> RECLASSIFICATION APPLICATION NO. ZR-88-10 OF L. ELWOOD AND <br /> PATRICIA COOPER (C/O HOWARD L. SELIGMAN) to amend the General Plan <br /> Land Use/Circulation Map for 74 acres from Agriculture to General <br /> Industrial and to change the zoning designation from GA-40 to M-1 <br /> or M-2. Located on the west side of State Route 99 between <br /> Arch-Airport Road and French Camp Road and adjacent to the <br /> Stockton Metro Airport main runway, south of Stockton. <br /> (Supervisorial District 1 ) <br /> Senior Planner Dom De La Torre introduced a staff report into the <br /> record. He reported that the Airport Manager contacted staff yester- <br /> day and said he had no objection to Phase I of the project if it was <br /> for airport use only, and that it meets the requirements of the Federal <br /> Aviation Administration (FAA) . <br /> PUBLIC HEARING OPENED <br /> PROPONENTS: Howard Seligman, Attorney, 4505 Precissi Lane, was <br /> present for this item. He said that the following representatives <br /> were also present: Mike Quartaroli, Engineer; Dave Clayton, Aero <br /> Turbine; and Mr. and Mrs. Cooper, the property owners. <br /> In answer to a question, Mr. Seligman said that the Coopers signed a <br /> Notice of Nonrenewal on the property and this is to expire in six <br /> years. He said that the Aero Turbine Company plans to relocate their <br /> business onto the subject property in order to be near the airport. <br /> This property offers the best opportuity for expansion and con- <br /> tinuation of its business specialization. They want to include in <br /> their operation an air frame repair service. They will meet FAA regu- <br /> lations. In answer to further questions, Mr. Seligman said that <br /> aircraft will come directly to the proposed site. The operation will <br /> ultimately employe up to 250 persons. The M-2 zoning will cover <br /> approximately 15 acres. <br /> Mr. Seligman commented that the Airport management is strongly <br /> supportive of this type of use. It provides an additional buffer to <br /> the airport and its overall utilization. The project developers are <br /> prepared to enter into a development agreement for the 74 acres to <br /> specify uses that are compatible with the airport and its related <br /> uses. He noted that the City of Stockton recommended denial. He said <br /> they did not recognize the use that is being contemplated and would be <br /> adjunct to, and beneficial, to the community and the airport. <br /> Mr. Seligman said they will meet the requirements of the Local Health <br /> District. The development agreement will be for the roadway expansion <br /> and they will pay their pro-rata share. The agreement will limit the <br /> uses to those compatible with and supported, essentially, by the <br /> Metropolitan Airport.
