INTRODUCTION <br /> TJKM Transportation Consultants was retained to conduct a traffic study for the <br /> proposed Jet Engine Repair Facility in San Joaquin County. The proposed <br /> development would be a relocation and gradual expansion of Aero Turbines existing <br /> operations in San Ramon, California. The relocation to the Stockton Airport area <br /> would provide Aero Turbine with additional capabilities to service aircraft directly from <br /> the Stockton airport. <br /> This new development would be located in the southwest quadrant of the Arch <br /> Road/State Route 99 interchange. The project site will have an access road that <br /> connects to the State Route 99 Frontage Road on the west side of the freeway, and <br /> this will be the only access point of the project to the existing circulation system. <br /> Reference is made to Figure 1 which is -a vicinity map showing the approximate <br /> location of the project site as it relates to the surrounding street system. <br /> Figure 2 is a preliminary site plan that shows the location of the development to be <br /> adjacent to and directly south of Taxiway G on the Stockton Airport runway. The site <br /> plan shows an initial ten acres that will be developed. Two acres will be under roof, <br /> and the remaining eight acres will be used for automobile parking, outside storage, <br /> aircraft ramp parking, and a portion will be devoted to landscaping. Two buildings <br /> will be constructed. One of the buildings will have approximately 50,400 square feet <br /> of floor space, and would be used to house the jet engine overhaul and <br /> manufacturing facilities. The second building would consist of approximately 33,600 <br /> square feet to be constructed as an airplane hangar. <br /> The purpose of this study is to analyze the traffic impacts of this project on the <br /> surrounding roadways. Impacts at several intersections will be ascertained. The <br /> traffic impacts from future cumulative development in the south Stockton vicinity will <br /> also be addressed. Mitigation measures relating to this future development will also <br /> be discussed. <br /> The MINUTP computerized traffic model was utilized to distribute the traffic from <br /> cumulative developments within a defined study area. The study area is defined as <br /> the south Stockton area bounded by Charter Way on the north, French Camp Road <br /> i on the south, the San Joaquin River on the west, and Austin Road just east of State <br /> Route 99 on the east. <br /> i <br /> 1 <br /> t <br /> I <br /> t <br /> 1 <br />
