SECTION 1 <br /> INTRODUCTION <br /> This document constitutes the Remedial Investigation (RI) Workplan <br /> for the Naval Communication Station (NCS) property on Rough and <br /> Ready Island in Stockton, California. This RI Workplan has been <br /> prepared by ERM-West, Inc. (ERM-West) under Contract No. N62474- <br /> 92-D3608. The RI will take place at four sites: two sites from which a <br /> total of three underground storage tanks (USTs) (UST 517-1, UST 517-2, <br /> and UST 816D) were removed, and two waste oil sump sites (Sump 617 <br /> and Sump 816D) associated with Buildings 617 and 816D. <br /> Fieldwork activities at all four sites covered by this RI Workplan will <br /> include soil and groundwater sampling to evaluate contaminant <br /> concentrations and distribution. Groundwater piezometric levels will <br /> be identified so that groundwater flow directions can be determined. <br /> Information from this investigation will help characterize <br /> contaminant migration and distribution at each site and will be used in <br /> selecting and designing the most appropriate interim and final <br /> remediation techniques for each site. <br /> Figure 1 shows the location of NCS relative to the Central Valley <br /> region, while Figure 2 depicts the facility and the site locations. <br /> Field Workplan Organization <br /> This workplan is divided into eight sections, as follows: <br /> Section 1: Introduction; <br /> Section 2: Provides a brief background of NCS; <br /> Section 3: Discusses the UST removals and the results of soil and <br /> groundwater sampling; <br /> Section 4: Describes the Sampling and Analysis Plan necessary to <br /> conduct the RI; <br /> Section 5: Outlines the Quality Assurance/Quality Control Plan; <br /> Section 6: Presents the Site-Specific Health and Safety Plan; <br /> 1-1 <br />
