SECTION 4
SAMPLING AND ANALYSIS PLAN
This section outlines the RI project objectives, the strategy proposed to
achieve the objectives, and the methodologies to be used during the
investigation. The activities proposed in this section are based on
information available from previous investigations reported by Public
Works.
This RI Workplan was prepared in accordance with USEPA guidance
for remedial investigations (USEPA 1988). Where applicable and
appropriate, the investigation will also follow the State Water
Resources Control Board (SWRCB) Leaking Underground Fuel Tank
(LUFT) Manual (SWRCB 1989), and the Tri-Regional Board Staff
Recommendations For Preliminary Evaluation and Investigation of
Underground Tank Sites (Tri-Regional Board 1990).
RI Objectives and Strategy
Based on the available information, the objectives of this investigation
are to:
• Determine the current direction of groundwater flow;
• Determine the vertical and lateral extent of fuel-affected soil;
• Determine the extent of fuel-affected groundwater; and
• Determine the physical, chemical, and hydraulic properties of the
soil and use this information to assist in selecting and designing the
appropriate remediation alternative.
The information obtained from this investigation will be integrated
with past data and used to evaluate corrective actions that may be used
to remediate both soil and groundwater.
To achieve the objectives stated above, the results of the RI will be used
to determine the need for remedial action and to provide a basis for
evaluating remedial alternatives. Two phases of field work are
planned for each UST site:
4-1
