The PM's specific responsibilities include: • Ensuring that all project personnel have received a copy of and have read this HSP; • Requiring the attendance of all site personnel at a tailgate briefing prior to performing work, and apprising them of the contents of this HSP and the specific hazards identified to be present at the site; • Ensuring that sufficient personal protective equipment (PPE), as required by this HSP, is available during the project; • Obtaining all documentation of subcontractor employee participation in a medical monitoring program and training program; • Maintaining a high level of health and safety consciousness among employees at the facility; and • Maintaining regular communications with the Site Health and Safety Officer and, if necessary, resolving health and safety conflicts with the Director of Health and Safety. Site Health and Safety Officer The appointed Site Health and Safety Officer (HSO), David Betts, will be a member of the ERM project field team. The HSO's responsibilities include enforcing the requirements of this HSP once work begins. The HSO has the authority to immediately correct all situations where noncompliance with this HSP is noted and to immediately stop work in cases where an immediate danger is perceived. The HSO's specific responsibilities include: • Procuring and distributing the PPE and air monitoring instrumentation needed for the project; • Verifying that all PPE and health and safety equipment is in good working order; • Setting up and maintaining the personnel decontamination facility; • Controlling site entry of unauthorized personnel; • Supervising and monitoring the safety performance of all personnel to ensure that required safety and health procedures are followed, and correcting any deficiencies; 6-2
