STATE OF CALIFORNIA-Environmental Protection Agee,_, PETE WILSON Governor
I
CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD
CENTRAL VALLEY REGION ya
3443 Routier Road,Sufte A
Sacramento,CA 95827-3098
PHONE:(916)255-3000
FAX:(915)255-3015
18 August 1995
Mr. Terry Lau
Western Division, Naval Facilities Engineering Command
Environmental Compliance Group 2, Code 09EC2TL
900 Commodore Drive
San Bruno, CA 94066-2402
APPROVAL OF THE REMEDIAL INVESTIGATION WORK PLAN FOR UNDERGROUND
STORAGE TANK SITES, NAVAL COMMUNICATION STATION IN STOCKTON, SAN
JOAQUIN COUNTY
The Department of Toxics Substances Control (DTSC) and the Board have reviewed the U.S. Navy's 3
August 1995 letter, the July 1995 Remedial Investigation Work Plan for the Former Underground
Storage Tanks at the Naval Communication Station, Stockton, and ERM-West's responses to DTSC's
and the Board's comments on the May 1995 draft work plan. ERM-West's responses, which have been
incorporated in the July 1995 work plan, adequately address DTSC's and the Board's comments except
with regards to the constituents which will be included in the waste extraction test (WET).
During my discussion on 16 August 1995 with Mr. Bill Spong of ERM-West, he stated that at a
minimum, the WET will include cadmium, chromium, nickel, and zinc for sites which stored waste oil.
He also said that sites which stored only fuel products, the WET will be conducted for lead only.
Therefore, based on ERM-West's adequate responses on the comments and clarification of the
constituents to be analyzed in the WET, the work plan is hereby approved.
Please inform me at least 48 hours prior to initiation of field work so that I may be present to observe
and/or split samples. If you have any question, you may call me at (916) 255-3049.
PHILU S.
