LANG HUEY <br /> CODE 09ER4LH <br /> RE: NAVCOMSTA STOCKTON (NCS) <br /> ROUGH & READY ISLAND <br /> San Joaquin County Public Health Services, Environmental Health Division (PHS-EHD) received <br /> notification from Ms. Lang Huey that the Navy will not pay support service fees generated through the <br /> field activities at the above referenced site undergoing remedial investigation. <br /> Pursuant to Ordinance Code of San Joaquin County, Title 9, Development, Sections 9-1115 through 9- <br /> 1125.7, permits are required and issued for the purpose of drilling exploratory borings, soil borings, <br /> and/or monitoring wells. The permits are issued to the licensed specialty well driller in possession of a <br /> valid California C-57 class contractor's license. <br /> In the event, such permitted activity takes place without prior approval or acceptance of the PHS-EHD <br /> director or a representative of the director and without the issuance of a permit, a direct violation of the <br /> Ordinance Code results. An administrative hearing will be directed and conducted to the licensed C-57 <br /> contractor and a formal referral is made to the county district attorney for possible legal action against <br /> the licensed contractor. <br /> In addition, no other permits within San Joaquin County will be issued to the licensed contractor due to <br /> the failure to obtain the necessary permit(s). <br /> Permit fees are related to permit processing and related field inspections to witness proper <br /> construction and/or destruction of borings and/or wells and are billed at an hourly rate of $78.00 for <br /> standard working hours and at $117.00 for overtime (1.5 X $78.00). <br /> Permits and related site inspections conducted during the previous phases of the investigation resulting <br /> in PHS-EHD support service fees were paid through your contractor, PRC Environmental Management, <br /> Inc. Site inspections are made on an as needed and as requested basis dependent upon demand and <br /> schedule of the licensed drilling contractor. <br /> Permits and related workplans are evaluated promptly and PHS-EHD will continue to process all <br /> requests for service expeditiously. <br /> A Dkision or San Joaquin County Health Care Services <br />
