Most of the tasks proposed <br /> in this plan are acceptable with the inclusion of a few modifications outlined <br /> in this letter and detailed in the attached memo. <br /> This plan shows NavComs' intentions to verify contaminant source areas as <br /> opposed to assessing the hydraulic relationships, and pathways for contaminant <br /> movement as proposed in August 1990 prepared by The Mark Group. The <br /> recommendation to confirm contaminant problems on the NavCom site is an <br /> acceptable concept, however in order to complete the Remedial Investigation <br /> under the CERCLA process, characterization of the regional and site <br /> hydrogeology and evaluation of contaminant fate and transport will be <br /> required. <br /> PRC has proposed to sample all existing wells in addition to drilling and <br /> sampling 23 shallow and 10 intermediate depth monitoring wells to confirm the <br /> sources of contamination identified in previous investigations. The locations <br /> of the additional wells are adequate for a preliminary assessment. We also <br /> agree with the Navy's arrangements to proceed immediately with the geophysical <br /> survey to locate boundaries of landfill areas and suspected buried channels. <br /> Subsequent to evaluation of this data, we would like to see the locations for <br /> cone penetrometer test (CPT) sites selected by your consul 'Lafii,s. This <br /> information may be submitted in a letter addendum along with additional work <br /> requested below. <br /> Unfortunately, there was no mention of any proposed cleanup actions in this <br /> plan. Additional work must be carried out to evaluate surface water discharges <br /> into Burns Cutoff and remove polluted soils within the drainage ditches (see <br /> Memo comment 3, Administrative Area) . Soils, surface water and ground water <br /> samples in the drainage ditches must also be analyzed as part of this site <br /> investigation. <br /> Minor changes in the Sampling and Analyses Plan should include: (1) deletion <br /> of the monitoring wells proposed to be located adjacent to the Shell and BP <br /> Bulk Storage facilities, as we are currently overseeing investigation of the <br />
