Moreau <br /> Lieutenant Commander, CEC <br /> U.S. Navy <br /> Public Works Officer <br /> Naval Communications Station, Stockton <br /> Rough and Ready Island <br /> Stockton, CA 95203-5000 <br /> Dear Commander Moreau: <br /> REVIEW OF THE ENGINEERING EVALUATION/COST ANALYSIS (EE/CA) FOR THE <br /> SITE 5 REMOVAL ACTIONS <br /> The Department of Health Services (Department) has received and <br /> reviewed the following document: <br /> "Naval Communication Station Stockton, California Site 5 <br /> Removal Actions Final Engineering Evaluation and Cost <br /> Analysis (here in after referred to as the EE/CA) " <br /> The EE/CA comprises your proposal to partially remediate three <br /> sites that are part of a larger group of hazardous waste sites <br /> known as Site 5. The sites that are the subject of the EE/CA are <br /> two sumps (labeled sites A and J) and a railroad service pit (site <br /> C) . <br /> The Department generally agrees with the remedial actions selected <br /> in the EE/CA. Those actions are: <br /> o The removal and transport to an appropriate landfill of all <br /> oils and sludges. <br /> o Demolition of the sump at Site A, with the material to be <br /> transported to the appropriate landfill and treatment <br /> facility. This will be followed by backfilling with clean <br /> fill. <br /> o Decontamination and refit for service of Site C. <br /> o Decontamination of the sump at Site J and backfilling with <br /> clean fill. <br /> o Additional remedial actions to be considered under the Station <br /> wide RI/FS. <br />
