Navy �'ERMIT/SEAL (H� ALTH <br /> Public Works Officer RV; <br /> Naval Communications Station, Stockton <br /> Rough and Ready Island <br /> Stockton, CA 95203-5000 <br /> Dear Commander Moreau: <br /> MODIFICATIONS TO THE REMOVAL ACTION WORKPLANS FOR PCB <br /> CONTAMINATION AT BUILDING 810 <br /> This letter transmits the Department of Health Services ' <br /> (Department' s) acceptance and conditions for changes in the <br /> workplan for Building 810. Changes include: <br /> o Raising the cleanup level from 10 parts per million (ppm) to <br /> 25 ppm. <br /> o Treatment of the PCB contaminated soil on-site. <br /> o Expanding the use of the portable sampling kits to include <br /> some of the verification sampling. <br /> The Department has reviewed the Navy' s 12 February 1991 letter <br /> regarding concerns for worker safety and building integrity. The <br /> expressed concerns arise from the excess time, 60 to 90 days at a <br /> minimum, required to meet a cleanup level of 10 ppm. This extra <br /> time increases the risk of foundation collapse in excavated <br /> areas. The Department concurs with this concern. We therefore <br /> are adopting a new cleanup level of 25 ppm. This new cleanup <br /> level is within Environmental Protection Agency (EPA) guidance <br /> and has their concurrence. <br /> The use of an on-site treatment system is acceptable to the <br /> Department. It is our understanding that the treatment process <br /> has gone through several modifications since the original K-PEG <br /> process was reviewed. Information on the design changes is <br /> requested. This information needs to be forwarded to the <br /> Department prior to its implementation. <br /> The Department' s Permitting Branch has been informed of your <br /> proposal for on-site treatment. Because this project is a CERCLA <br /> oversight action, they will require no permit or variance. <br />
