Commander Moreau: EN PER <br /> COMMENTS REGARDING THE INTERIM INVESTIGATION WORKPLAN, NAVAL <br /> COMMUNICATION STATION, STOCKTON <br /> It was my pleasure meeting with you on October 22 , 1990. As <br /> we discussed in that meeting, a Federal Facilities Agreement <br /> (FFA) is needed at Naval Communication Station, Stockton <br /> (NAVCOMM) to establish the framework of your station wide <br /> investigation and related response actions. For your review, <br /> I have enclosed a draft FFA which is currently being <br /> negotiated at Lemoore Naval Air station. I suggest that we <br /> plan to begin negotiation of this FFA in February 1991 . <br /> Please also find the enclosed comments regarding the Interim <br /> Remedial Investigation/Feasibility Study Workplan for the <br /> NAVCOMM. The comments are contained in two memoranda. One <br /> memorandum reviews the Workplan' s technical activities; the <br /> other examines its health and safety objectives. <br /> The Department of Health Services ' upmost technical concern <br /> with the Interim Workplan is the narrowing of chemical <br /> sampling to volatile organic compounds. We feel there are <br /> sufficient reasons for the continued sampling of other <br /> parameters.
