Naval, vnuuliii iCdl. ivils Jl.al,i0i1 <br /> (NAVCOM) on Rough & Ready Island in Stockton to discuss their Remedial <br /> Investigation/Feasibility Study (RI/FS) program. Representatives from NAVCOM; <br /> the Mark Group (consultants to the Navy) , the Department of Health Services; <br /> San Joaquin County Public Health Services, the Local County Air Quality <br /> Management District, and the Western Division Naval Facilities Engineering <br /> Command (contract administrators for the RI/FS) were all present (attendance <br /> sheet attached) . <br /> NAVCOM has submitted RI documents in the past: an Installation Assessment in <br /> 1984, and a first phase RI investigation in 1988 conducted by Kleinfelder and <br /> Associates. Our office reviewed these submittals and provided comments on all <br /> the work to NAVCOM in a letter dated 23 August 1988. These comments outlined <br /> specific data objectives for the next phase of RI work, as well as contained a <br /> number of minor technical comments. NAVCOM contracted with the Mark Group to <br /> prepare and implement a work plan, incorporating our comments, to finish the RI . <br /> The meeting was opened by Captain Kamrath with some general remarks concerning <br /> the Navy' s commitment to accomplishing the RI/FS. Lt. Commander Moreau then <br /> presented a Technical Review Committee (TRC) "Charter" which is attached. The <br /> Charter outlines the general duties and responsibilities of the TRC. Robert <br /> Ellgas of the Mark Group then proceeded with a discussion of their Preliminary <br /> Scoping document for the RI/FS (also attached) . <br /> Mr. Ellgas presented a very general scope of work for the RI/FS. No specific <br /> tasks were presented, the presentation was more of a conceptual approach to <br /> conducting an RI/FS mirroring EPA' s guidance documents. The Mark Group does <br /> propose to conduct a new round of sampling and analysis, recompile the database, <br /> and then submit a specific RI/FS work plan. I responded that the Regional Board <br /> had identified the remaining work necessary and was expecting an actual work plan <br /> and response to our 23 August comments. A lengthy discussion and explanation <br /> of our 23 August technical memorandum ensued. <br /> Jim Pinasco of Department of Health Services asked when an actual work plan would <br /> be received and subsequently implemented.
