State of California <br />Memorandum <br />To David Wang P.E.PVJ <br />Senior Waste Management Engineer <br />9 <br />From Jim Pinasco 9 <br />Waste Management Engineer <br />Department of Health Services <br />Date : March 14, 1989 <br />Subject: NAVCOMM <br />SITE 5 <br />BACKGROUND <br />Site 5 consists of a ten contaminated areas located at the Naval <br />Communications Station, Stockton. The initial assessment of <br />these ten areas are being conducted under one contract. DHS <br />provided comments to the proposed Site 5 workplan on 12 August <br />1988. At a subsequent technical meeting (25 August 1988), it was <br />decided that an addendum to the workplan and a revised health and <br />safety plan would best satisfy DHS's concerns. The addendum and <br />health and safety plan were prepared by ERM -West, WESDIV's <br />contractor for this phase of Site 5. <br />The following memo provides DHS comments regarding the addendum <br />and other activities at Site 5. The memo is divided into three <br />sections: 1) statement of our primary concern and recommendations <br />for it's resolution, 2) technical comments to the addendum and <br />revised health and safety plan, 3) observations on field <br />procedures. <br />PRIMARY CONCERN <br />As stated in our cover letter, DHS is concerned over the Navy's <br />lack of coordination with the regulatory agencies. Two specific <br />problems during the Site 5 investigation give rise to DHS's <br />concern. They are: <br />1) DHS was not given sufficient time to review the addendum <br />and provide comments. The cover letter submitted with the <br />addendum and revised health and safety plan requested <br />comments by 3 February 1989. DHS expected a period of time <br />to discuss and incorporate comments into the addendum. <br />However, we were informed that work was scheduled to start <br />one to two weeks prior to the 3 February date. <br />Fortunately, the addendum covered the majority of DHS's <br />technical concerns. The remaining technical concerns were <br />discussed and resolved with the Navy and ERM -West via <br />telephone. With regards to health and safety issues, <br />
