STATE OF CALIFORNIA—HEALTH AND WELFARE AGENCY
DEPARTMENT OF HEALTH SERVICES
TOXIC SUBSTANCES CONTROL DIVISION
REGION 1
4250 POWER INN ROAD
SACRAMENTO, CA 95826
(916) 739-3145
L. A. Michlin
Lt. Commander, CEC, U.S. Navy
Public Works Officer
Naval Communications Station, Stockton
Stockton, CA 95205-5000
Dear Commander Michlin:
This letter expresses the Department of Health Services concern
over the lack of progress at Building 810. Oil contaminated with
PCBs leaked through the floor of Building 810 in April 1984.
Since then, the Department has reviewed and commented on a
sampling plan (November 1986) and a remedial action plan (August
1987). At the December 17, 1987 technical meeting a cleanup
level (average concentration of 10 ppm, maximum concentration not
to exceed 25 ppm) was proposed and subsequently approved. There
has been no correspondence from the Navy regarding Building 810
since that meeting. The Department would like to see this
cleanup concluded quickly. Please transmit the Navy's plan and
schedule for final cleanup of Building 810 within 21 days of
receipt of this letter. If this request is not heeded, the
Department will be forced to consider taking action against the
Naval Communications Station, Stockton.
Should you have any questions you may contact Jim Pinasco of my
staff at (916) 924-2154.
Sincerely,
David Wang P.E.
Senior Waste Management Engineer
cc: (See Page 2)
GEORGE DEUKMEJIAN, Govrrnor
 04 k
October 17, 1988
L.
