This site was formerly funded through <br /> Operation & Maintenance (O&M) funds at NCTS, Stockton and is now considered part of the <br /> Installation Restoration Program (IRP). The Navy's comments suggest that they neither willing to <br /> perform additional sampling of the stockpiles on Site 19 nor compare sampling results to established <br /> background concentrations. The Navy proposes to spread the stockpiled soil over Site 19 and maintain <br /> siltation fences to preclude sediment from impacting the adjacent drainage ditch. <br /> We do not concur with the Navy's responses to our letter of 3 March 2000. We reiterate the need to take <br /> representative samples from each stockpile, compare results to established background concentrations <br /> for metals and pesticides in order to protect surface water and groundwater, dispose of the stockpiles <br /> accordingly, and provide a sampling and analysis plan for surface and subsurface soil beneath the piles, <br /> and possibly groundwater sampling, as necessary.
