V REVISED NOTICE OF AVAILABILITY OF DRAFT ENVIRONMENTAL IMPACT REPORT for the 03, Dec Port of Stockton Proposed _5 ptl 4' 53 West Complex Development Plan The Port of Stockton announces the availability of a Draft Environmental Impact Report (EIR) that assesses the environmental impacts associated with the proposed West Complex Development Plan and the City of Stockton Redevelopment Agency's Rough and Ready Island Redevelopment Plan. These two actions constitute the Proposed Project. The EIR has been designed to function as both a program-level EIR for both the Port of Stockton West Complex Development Plan and the City of Stockton Redevelopment Agency's Rough and Ready Island Redevelopment Plan and a project-level EIR for two identified project-level components. These two project-level components are the proposed dredging of the Stockton Deep Water Ship Channel and the McCloy Avenue, Daggett Road and Daggett Road Bridge Project. The site is approximately 1,459 acres and located in San Joaquin County. The island is bounded on all sides by water: the Stockton Deep Water Channel on the north, the Burns Cutoff on the south and west, and the San Joaquin River to the east. The Development Plan provides a programmatic overview of the types of land uses under consideration by the Port. Significant unmitigable environmental impacts include impacts to traffic, air quality, noise, cultural resources, biological resources, loss of agricultural land, and light and glare impacts The project site is not a listed toxic site. The time period for receipt of written comments on the Draft EIR opened on November 14, 2003. The closing date for receipt of written comments formerly set for January 5, 2004 has been extended to January 20, 2004. Please send your comments on this Draft EIR to Ray Weiss, Project Manager, Environmental Science Associates at 8950 Cal Center Drive, Suite 300, Sacramento, CA 95826. Please provide your name and an address or phone number so that you may be contacted. The Draft EIR and related documents will be available for review at the Port of Stockton, Administrative Building, located at 2201 W Washington Street, Stockton, CA 95203. In addition a copy of the Draft EIR will be available for review in the reference section of the Cesar Chavez Library 605 North EI Dorado Street, Stockton California. The Port of Stockton previously issued a Notice of Availability, dated November 14, for this Draft EIR. The purpose of this Revised Notice of Availability is to provide notice that the time for receipt of comments has been extended to January 20, 2004 and to augment the description of significant environmental impacts set forth above.
