Mr. Brad Beeman - 2 - 3 March 2000
Site 19 Site Investigation
NCTS, Stockton
What were the results of pesticides in the other piles? Please provide a summary table with all of
the sample locations and associated sampling results for each stockpile and for each constituent.
3. 2.5.2 Confirmatory Sampling. Eight composite soil samples were taken from eight stockpiles.
Two ounces of soil were scooped from four locations in a pile, which equals 8 ounces of soil from
the stockpiles. The stockpiles are very large and contain hundreds of cubic yards of soil. We do
not consider 8 ounces of soil, composited from these large piles, to be representative. Please
provide a representative sampling plan which describes soil sampling procedures based on the
calculated cubic yardage of each stockpile. A grid patten should be utilized for each pile. Each
square in the grid should be sampled. No more than 4 samples should be composited in order to
ensure that hot spots can be detected.
Please provide tabulated results of the initial sampling of CAM 17 metals showing elevated levels
of beryllium, cadmium, cobalt, copper, lead, molybdenum, nickel, vanadium, and zinc.
The Board was not provided with a Draft Site Investigation Work Plan describing the proposed site
investigation prior to these activities. In the future, we recommend the Navy provide work plans for
State agency review prior to proceeding with environmentally related activities.
If you have any questions please contact me at (916) 255-3078 or schwabk(-rb5s.swrcb.ca.gov.
Z( d-
Kim A.
