The Board has not <br /> received sampling results of the contaminated sediment dredged from the drainage ditch. The results of <br /> the sampling should be provided prior to finalizing a confirmation sampling program. <br /> Appendix A, page A-5 states that, "DDT analytical results were used to segregate the contaminated <br /> sediments into three waste classes (Class I ...Class II ...or Class III).... Sample locations for this project <br /> are proposed for each significant wet reach range where analytical results indicated a Class I waste." <br /> Please provide an explanation of why confirmation sampling is not proposed for areas where Class II or <br /> Class III waste was found in order to determine the residual threat to surface and ground water. Results <br /> of metals analyses compared to established background values would also be necessary in order to <br /> determine additional confirmation sampling areas, as necessary. <br /> Nevertheless, Figure 4, titled Proposed Drainage Channel Sampling Locations, depicts 15 sampling <br /> locations fairly evenly spread along the drainage channel in the Agricultural and Landfill Areas. The <br /> Navy stated that the document containing the analytical results of-intitial dredged material sampling is <br /> forthcoming. We propose that the Navy go forward with sampling prior to the imminent rainy season, <br /> but we retain the right to prescribe additional sampling locations once we have received and reviewed <br /> analytical results from the dredged material. <br /> Please contact the Board 3 days prior to taking samples so I may plan to observe operations.
