SITE INSPECTION MEMORAND, 3 3/30/99
CITY OF STOCKTON'S WESTSIDE SEWER
INTERCEPTOR PROJECT
NCTS,STOCKTON
environment as part of the CERCLA remedial investigation process. Based on the above described
sampling techniques, the Board would not consider analytical results from this project as viable data if
the Navy used the information as evidence that a parcel is contaminated or uncontaminated for purposes_.
of transfer under CERCLA.
RECOMMENDATIONS
The Board requests the Navy assure that the City of Stockton and its contractors comply with approved
plans in order to achieve the quality assurance necessary to support that no releases have occurred on
this property. Based on the quality of soil sampling techniques observed during this inspection, I
recommend the Navy investigate soil and groundwater quality sampling and analysis techniques to
verify whether Sverdrup and Precision Enviro-Tech are complying with approved plans.
4'
KAS:WSS InspRpt 3/27/99
