ATTACHMENT B -2- <br /> MONITORING AND REPORTING PROGRAM <br /> GENERAL ORDER FOR LAND DISPOSAL <br /> OF GROUND WATER FROM CLEANUP OF <br /> PETROLEUM FUEL POLLUTION <br /> GROUND WATER MONITORING <br /> Prior to construction, plans and specification for around water monitoring and/or <br /> extraction wells shall be submitted to the Board staff for review and approval . <br /> Quarterly reports are required in Section 2652(d) of the Underaround Tank <br /> Regulation, Chapter 16, Division 3, Title 23, of the California Code of <br /> Regulations. Recommended reporting formats are included in the Tri-Regional <br /> Recommendations and Appendix A. Ground water monitoring resuits , volumes of <br /> extracted around water and product, and remediation system operational <br /> nformation must be included. <br /> REPORTING <br /> In reporting the monitoring data, the Discharger shall arrange the data in <br /> tabular form so that the date, the constituents , and the concentrations are <br /> readily discernible. The data shall be summarized in such a manner to illustrate <br /> clearly the compliance with waste discharge requirements. <br /> 90 days after the issuance of this Order, the discharger shall supply Board staff <br /> with a ground water monitoring program that will demonstrate the effectiveness <br /> of the ground water treatment system. <br /> Annually, by 30 January, the discharger shall submit a report evaluating the <br /> effectiveness and progress of the ground water cleanup, including at a minimum: <br /> both tabular and graphical summaries of the monitoring data obtained during the <br /> previous year; trends in the concentrations of the pollutants in around water <br /> monitoring wells; whether the contaminant plume is being captured by the <br /> extraction system or is continuing to spread; plans for improvements to the <br /> around water monitoring, extraction or treatment system; status of any other <br /> '--ieanuD activities such as soil excavation or soli venting systems; and the <br /> anticipated date for comoietion of cleanup activities. -he annuai report shall <br /> also inciude the reasons for and durations of all interruDtions in the operation <br /> of the treatment systems. <br /> Quarteriv monitorina reports shal l be submitted to the Reaions i Boara by the 15th <br /> day of the following month after the calendar quarter. _ <br /> The results of any monitoring done more frequently han reau i red at the locations <br /> oec i f i ea in the Monitoring and Reporting Proaram sha l 1 be reported to the Boar a. <br /> Upon written request of the Board, the Discharger shall submit a report to the <br /> Board by 30 January of each year. The report shall contain both tabular and <br /> graphical summaries of the monitoring data obtained during the previous year. <br /> :n addition, :he Discharger shall discuss the compliance record and the <br /> corrective actions taken or planned which may be needed to bring the discharge <br /> nto full compiiance with the waste discharge requirements. <br />
