DEPARTMENT OF TOXIC SUBSTANCES CONTROL's <br /> COMMENTS ON <br /> Remedial Investigation Workplan for Former Underground <br /> Storage Tanks Sites <br /> at <br /> Naval Communication Station, Stockton <br /> The Department of Toxic Substances Control (Department) has completed their review <br /> of the "Remedial Investigation Workplan for Former Underground Storage Tank Sites <br /> at Naval Communication Station Stockton", prepared by ERM-West, Inc., dated May <br /> 1995. <br /> Specific Comments: <br /> 1 . Page 4-3, Table 1 Proposed Geoprobe sampling Scheme. The table proposes <br /> to collect soil samples at a depth of 2 to 4 feet. The proposed depths are <br /> shallow for collection of soil gas samples, particularly for underground storage <br /> tanks. At these depths short circuiting is likely to occur, indicating no readings. <br /> Although the report does not indicate the depth of the invert of the USTs prior <br /> to their removal. Typically, the inverts are at approximately eleven feet below <br /> grade, which at NCS prove to be in direct contact with groundwater. If at all <br /> possible soil samples should be collected at the deepest depth possible <br /> (capillary fringe) to delineate the extent of contamination. <br /> 2. Page 6-13, Emergency references provides a list of contact and direction to the <br /> hospital.
