Rough and Ready Island has served as an <br /> active military installation since the 19401s. It was <br /> commissioned as a U.S. Navy facility in 1945. The Naval <br /> Communication Station was assigned control of the island. in <br /> 1965. A number of U. S. government agencies currently <br /> occupy the warehousing facilities located on the Island. <br /> Many different facilities have generated waste while <br /> operating at Rough and Ready Island. From 1945 to 1979 , <br /> wastes from these operations were deposited into dumpsters <br /> then taken to the former landfill and burning area for <br /> disposal. Since 1979 , all dumpster waste has been collected <br /> and removed from Rough and Ready Island under contract with <br /> a private firm. <br /> PREVIOUS INVESTIGATIONS AND FINDINGS <br /> Two previous area wide investigations and one site specific <br /> investigation have been conducted in order to determine the <br /> extent of hazardous waste contamination. The area wide <br /> investigations were directed by the Navy Energy and <br /> Environmental Support Activity (1984) and J. H. Kleinfelder <br /> and Associates (1988) . ERM West (1989) was tasked with <br /> evaluating ten small sites for the presence of hazardous <br /> wastes. Field activities were performed from August 1986 <br /> through February 1987 by Kleinfelder. ERM West's field <br /> activities were conducted from November 1988 until <br /> April 1989 . <br />
