...... ..4 . .. ...aa
Memorandum
TO David Wang, P.E. , Chief Date Novemher R, 1Q90
Federal Facilities Unit
Site Mitigation Branch
From Toxic Substances Control Program
10151 Croydon Way, Suite 3
855-7874
Subject:COMMENTS REGARDING THE PROPOSED INTERIM INVESTIGATION WORKPLAN
FOR THE NAVAL COMMUNICATIONS STATION, STOCKTON
BACKGROUND
The Naval Communication Station (NAVCOMM) is located on
Rough and Ready Island, along the western boundary of the
City of Stockton. Rough and Ready Island has served as an
active military installation since the 19401s. It was
commissioned as a U.S. Navy facility in 1945. The Naval
Communication Station was assigned control of the island. in
1965. A number of U. S. government agencies currently
occupy the warehousing facilities located on the Island.
Many different facilities have generated waste while
operating at Rough and Ready Island. From 1945 to 1979 ,
wastes from these operations were deposited into dumpsters
then taken to the former landfill and burning area for
disposal. Since 1979 , all dumpster waste has been collected
and removed from Rough and Ready Island under contract with
a private firm.
PREVIOUS INVESTIGATIONS AND FINDINGS
Two previous area wide investigations and one site specific
investigation have been conducted in order to determine the
extent of hazardous waste contamination. The area wide
investigations were directed by the Navy Energy and
Environmental Support Activity (1984) and J. H. Kleinfelder
and Associates (1988) . ERM West (1989) was tasked with
evaluating ten small sites for the presence of hazardous
wastes. Field activities were performed from August 1986
through February 1987 by Kleinfelder. ERM West's field
activities were conducted from November 1988 until
April 1989 .
