These three removal actions will be screened for their appropriateness in each of the three Areas A <br /> (sump only), C, and J, in Section 5.0. Sections 4.1, 4.2, and 4.3 provide a description of tasks involved in <br /> each of the three alternatives. <br /> 4.1 REUSE OF THE FACILITY <br /> This alternative involves the removal of the contents of the sumps/pit and a clean up of the facility for <br /> reuse by the client, as described in the following steps: <br /> • Removal and Disposal: Contents of the pit and sumps will be collected in 55-gallon drums and <br /> sent to an off-site permitted TSD facility for treatment and disposal. Contents from different <br /> sumps will be collected in separate containers and clearly labeled, before their transportation to the <br /> TSD facility. <br /> • Cleanup of the Pit/Stumps: The pit and sumps will be cleaned, using one or a combination of the <br /> following three techniques: <br /> Steam Cleaning: High pressure steam at temperatures between 300°F and 500 °F will be <br /> used to clean the surfaces. The condensate will be collected, analyzed for contaminant <br /> concentrations, and disposed of in accordance with the regulations for the specific contaminant. <br /> Sand Blasting: Sand blasting will involve abrasive cleaning of the surfaces of the pit, using <br /> sand and compressed air. Used sand will be collected and analyzed for the extent of <br /> contamination to determine a disposal method to achieve regulatory compliance. A wet blast <br /> can be used, in case excessive dust causes a problem. <br /> Chemical Cleaning: Nonflammable, commercially available solvents can be used to leach out <br /> the contaminants from the concrete surfaces of the pit, up to a depth of 1/2 to 1 inch of the <br /> concrete. Used solvents and leachate are collected and disposed of in compliance with <br /> regulations. <br /> All unaffected areas will be covered and protected during the cleaning operation. The clean-up <br /> will be conducted under a double-walled containment provided around the sump/pit being cleaned. Two layers <br /> of 20 mil-thick plastic sheets with an air gap placed between them will provide the double-walled containment. <br /> This containment will prevent migration of airborne particles/contaminants from affecting the environment <br /> outside the containment. Workers inside the containment area will be provided with compressed breathing air <br /> and level B protection, in accordance with the Occupational Safety and Health Administration (OSHA) <br /> regulations. These engineering controls and measure shall insure that the clean-up operation at Site 5 is not <br /> hazardous to public health or the environment. <br /> 13 <br />
