1.0 INTRODUCTION <br /> PRC Environmental Management, Inc. (PRC) received Contract Task Order (CTO) 0066 from the <br /> Department of Navy, Western Division, Naval Facilities Engineering Command (WESTDIV) to develop <br /> documents required for removal actions at the Naval Communication Station (NAVCOMMSTA), Stockton, <br /> California. PRC's Comprehensive Long-Term Environmental Action Navy (CLEAN) contract team member, <br /> James M. Montgomery, Consulting Engineers, Inc. (JMM), will have primary responsibility for developing the <br /> Plans of Action and Milestone(POAM), the Engineering Evaluation/Cost Analysis (EE/CA), and plans and <br /> specifications to effectively direct the technical work throughout the removal activities. PRC will provide <br /> project management support and technical oversight. This report presents the final EE/CA for removal actions <br /> to be carried out at Site 5 of the NAVCOMMSTA at Stockton, California. <br /> The Naval Communication Station is located on Rough and Ready Island along the western boundary of <br /> the city of Stockton, California. Rough and Ready Island was originally a marshy grassland and swamp along <br /> the San Joaquin River. The island was first settled around 1850 and was reclaimed through construction of <br /> dikes and interior drainages to prevent flooding. After reclamation, the island was planted with fruit orchards. <br /> The first military installation on the island was an Army camp built after World War I to rehabilitate wounded <br /> war veterans. During World War II, the island was developed as a major supply depot for Pacific offensives. <br /> On June 30, 1945, it was commissioned to the U.S. Naval Supply Annex, Stockton. The end of the Korean <br /> Conflict brought a gradual decline in the activities of the Supply Annex. The NAVCOMMSTA moved its <br /> headquarters to the island in 1960. In 1965, the Supply Annex was deactivated and control of the island was <br /> assigned to the NAVCOMMSTA. <br /> A site investigation(SI) for Installation Restoration (IR) Site 5 (PCB and pesticides Areas A through J) <br /> was conducted by ERM-West in 1989 to determine if past waste handling and disposal practices had <br /> contaminated the soil and ground water in the vicinity of these sites. The SI report (ERM-West, 1989) <br /> determined that Areas A (sump only), C, and J could be remediated immediately without further study and with <br /> limited work effort in order to prevent any potential contamination to the surrounding environment. Task order <br /> 0066 established the nature of removal actions in Areas A (sump only), C, and J, as an interim measure before <br /> a larger removal action is conducted involving all Areas (A through J) at Site 5. CTO 66 therefore incorporates <br /> removal of sumps and pit contents in Areas A, C, and J, followed by the demolition/abandonment/reuse of these <br /> sumps and pit. The work plan presented in this EE/CA, therefore, does not address remediation and excavation <br /> of any contaminated soils surrounding the sumps and pit in the three areas.
