The following is an itemized list of hazardous waste violations that have not been <br /> addressed for BRANNON TIRE- CLAREMONT as of March 13, 2020. <br /> Open violations from January 27, 2020 inspection <br /> Violation#601 -Stored hazardous waste on site longer than 90 days without a permit or authorization. <br /> OBSERVATION The following hazardous waste containers were found on-site with an accumulation start date of <br /> greater than 90 days or no accumulation start date: <br /> -One approximately 30 gallon blue plastic drum of brake dust was observed in the hazardous waste storage area <br /> without an accumulation start date. The last disposal record for brake dust was dated 5/3/2019. <br /> REGULATION GUIDANCE: (a) a generator may accumulate hazardous waste on-site for 90 days or less <br /> (b)The beginning of the 90 day period is determined as follows: <br /> (1) if the generator does not generate more than 100 kilograms of hazardous waste or one kilogram of acutely <br /> hazardous waste (listed in section 66261.33(e))or one kilogram of extremely hazardous waste during any calendar <br /> month, the 90 day period begins on the date the generator has accumulated 100 kilograms of hazardous waste or <br /> one kilogram of acutely hazardous waste or one kilogram of extremely hazardous waste; <br /> (2) if the generator generates more than 100 kilograms of hazardous waste or one kilogram of acutely hazardous <br /> waste or one kilogram of extremely hazardous waste during any calendar month, the 90-day period begins on the <br /> first date on which any amount of hazardous waste begins to accumulate during that month. <br /> CORRECTIVE ACTION: Immediately dispose of the hazardous waste stored on site greater than 90 days in <br /> compliance with Title 22 California Code of Regulations. Provide a corrective action statement and a copy of the <br /> disposal records to the San Joaquin County Environmental Health Department(EHD)within 30 days. <br /> ❑ This violation was corrected ❑ This violation will be corrected by (date): <br /> ❑ Supporting documents included <br /> Describe actions taken or will be taken to correct violation: <br /> Violation#605 - Failed to completely label containers or portable tanks of hazardous waste. <br /> OBSERVATION Hazardous waste containers were observed on-site with incomplete labeling. The containers <br /> were: <br /> -One white plastic satellite container of brake dust was observed in the hazardous waste storage room with an <br /> incorrect accumulation start date of 9/28/2015 and missing hazardous properties. <br /> -One blue plastic approximately 30 gallon drum of brake dust was observed in the hazardous waste storage room <br /> without an accumulation start date. <br /> -One black metal 55 gallon drum of oily solids was observed in the hazardous waste storage area without the words <br /> "Hazardous Waste", generator name &address, physical state, accumulation start date and hazardous properties. <br /> -One black metal 55 gallon drum of used paper filters was observed in the hazardous waste storage area without an <br /> accumulation start date. <br /> -One red metal 55 gallon drum of used oil was observed under the filter crusher without a hazardous waste label. <br /> REGULATION GUIDANCE: All hazardous waste containers shall be marked with the following information: the <br /> words"Hazardous Waste", name and address of generator, hazardous properties, physical state, composition <br /> (contents), accumulation start date <br /> CORRECTIVE ACTION: Immediately label the containers as required for hazardous waste. Provide a corrective <br /> action statement and supporting documentation to the San Joaquin County Environmental Health Department <br /> (EHD)within 30 days. <br /> Page 9 of 10 <br />
