Proposed City Sewer Pipeline 3 12 October 1994 <br /> Rough and Ready Island <br /> described. Containment must be provided such that excavated contaminated soils do not pose <br /> a threat to water quality. Contaminated ground water must be stored until adequate sampling <br /> and analyses are performed to ensure proper disposal. <br /> 4. Contingency plans to ensure adequate containment and temporary storage of contaminated <br /> soil and ground water encountered during construction activities: <br /> a. in the event of rainfall, including cover of exposed contaminated soils and storage <br /> facilities to fully contain any potentially contaminated surface runoff; <br /> b. if volumes or concentrations of excavated contaminated soil or ground water exceed <br /> those acceptable for planned methods. <br /> 5. A description of proposed disposal methods for all excavated soil and dewatered ground <br /> water. Physical parameters, such as anticipated conditions, and volumes and contaminant <br /> concentrations considered to be acceptable for the proposed disposal methods must be <br /> discussed in the Work Plan. <br /> 6. A demonstration that, once constructed, the piplines, or areas in the immediate vicinity of the <br /> pipelines, will not provide a preferential pathway or any conduit for the migration of <br /> contaminants present in soil or ground water. <br /> 7. A demonstration that project activities, both during or after completion of the proposed <br /> project, will not hinder or impede any further investigation and/or remediation activities <br /> which may be necessary to address contaminated soil or ground water encountered during <br /> construction activities. <br /> The Work Plan, including a schedule of proposed project activities, must be submitted by the City <br /> of Stockton prior to initiating any construction field work at Rough and Ready Island.
