The Report is essentially a <br /> work plan that presents the well and data selection criteria to be used in preparing the background <br /> groundwater study report. The background groundwater study report is to be prepared using existing <br /> data, which should be both scientifically defensible and save the Navy money. The Report includes a <br /> discussion of the wells and chemical analyses, to be used in the background study. The Report also <br /> briefly discusses statistical methods that may be used in the analysis of the existing data. <br /> Since we have been involved in the background studies, for both soil and groundwater, at numerous <br /> facilities throughout the Central Valley,we encourage the Navy to contact us should any questions arise <br /> during the data analysis and preparation of the background groundwater study report. We also strongly <br /> concur with the Report that the analysis of the data set should evaluate both overall groundwater <br /> background concentrations across the base, and also identify and evaluate any localized areas where the <br /> background groundwater quality appears to be different from the base as a whole. As the Report <br /> indicates, localized fluctuations in background water duality sometimes are ofgreat importance in <br /> making site-specific decisions.
