(707 709-8894 September 29,2011 Project A1062-2 San Joaquin County Environmental Health Department 600 E.Main Street Stockton,California 95202 WORKPLAN PHASE II ENVIRONMENTAL SITE ASSESSMENT SOIL SAMPLING Undeveloped Commercial Property 302 -400 North Sacramento Street Lodi,California Adanta is pleased to forward this work plan to San Joaquin County Environmental Health Department to conduct a Phase II Environmental Site Assessment (ESA) for soil sampling at the above noted location (Property). BACKGROUND Adanta conducted a Phase I ESA for undeveloped lots with addresses between 302 and 400 North Sacramento Street,Lodi, California(Property),dated August 24,2011. Portions of the Property have been in industrial use since the 1940s. The northern portion of the Property was used as an establishment that warehoused and sold pesticides (airplane applied chemicals) and agricultural supplies from about 1950 until 1999. The building had a rail spur on the east side for delivering chemicals and other agricultural supplies. It is possible that spills occurred along the rail spur that may have impacted the environmental quality of the Property. Soil sampling was conducted by another consultant in 2005, however sampling was not conducted along the rail spur and soil samples were collected at a greater depth than would normally be considered adequate to assess possible pesticide spills. Some of the Property to the south of the chemical warehouse had been used as a wrecking yard, where cars were stored for many years. In addition, there was a building used for the repair of automobiles,adjacent to a wreckage yard.The soil sampling report that was previously conducted on the Property was only for the northern two parcels.
