Thirty pounds of dry ice per 1,000 gallons of tank volume will be used to purge the tank of
vapors. This change will be reflected in the Tank Closure Plan.
12) A check for $159.00 must be submitted which covers the first three hours. Any
additional time will be billed at $53.00 per hour for plan review and removal inspections.
PRC will submit a check for S159.00 with the resubmittals. PRC understands that additional time
will be billed at $53.00 per hour.
The following are response to comments provided by Laurie A. Cotulla (undated).
1) Section 2.4.3, page 13, paragraph 1: "At the conclusion of excavation, a minimum of
two soil samples will be taken from the excavation side walls and bottom,. . ."
We recommend that soil samples will be obtained from all four side walls of the
excavation including sampling the bottom of the excavation; at least 5 samples depending
upon the finished dimensions of the tank excavation.
As written, the Tank Closure Plan allows for the collection of six soil samples from the
excavation pit as determined by field conditions. As it is likely that the tank is partially
submerged in water, soil samples will need to be collected from the four side walls at the ground-
water interface. If necessary, additional soil samples may be collected from the excavation pit if
ground water is not present.
2) We recommend the selection of the appropriate landfill be made prior to the
removal/overexcavation and sampling activities. The early selection of the soil repository
will enable sampling activities and related laboratory analyses to coordinate efficiently.
Many landfills require hazardous waste criteria testing in addition to the standard
petroleum hydrocarbon analyses.
Once the landfill has been selected, please provide us with the name, address, city and
contact person for the landfill.
Contaminated soils generated during the tank removal may be disposed through:
U.S. Ecology, Inc.
9200 Shelbyville Road, Suite 300
Louisville, KY 40257
The local contact for U.S. Ecology is Brad Bonner (510) 820-8950.
Actual disposal location(s) for contaminated soil will be determined based on analytical results
and acceptance criteria for other potential landfill locations.
3
