1 <br /> MEMO <br /> TO: Mr. Bruce James, NAVCOM <br /> FROM: Pam Violett, San Joaquin County Environmental Health <br /> DATE: December 2, 1991 <br /> RE: Underground Storage Tank (UST) removal plan, <br /> Naval Communications Station, Rough & Ready Island <br /> I have completed a preliminary review of the above referenced <br /> closure plan and have found the following deficiencies: <br /> 1) An EPA ID# must be obtained and submitted. <br /> 2) If the contractor removing the tank is to be Reidel <br /> Environmental, please submit their complete address, phone <br /> number, CA license number, worker's compensation carrier, and <br /> their workers comp account number. <br /> 3) State which fire district this area falls under, i.e. does <br /> NAVCOM have an onsite fire jurisdiction, or will City of <br /> Stockton fire district be utilized, if the latter is correct <br /> you will need to obtain a permit from them. <br /> 4) Submit the name of the State certified laboratory to be <br /> utilized for the analysis of the samples and who will be <br /> performing the sampling. <br /> 5) Samples are to be analyzed for leaded gas constituents <br /> including TPH-G, BTX & E, EDB, and Total Lead (not Tetraethyl <br /> lead as stated in the closure proposal) . Please state in <br /> writing that this is your understanding. <br /> 6) Please state in writing that samples will be obtained 2 - 4 <br /> feet beneath the tank' s or piping invert. Please note: All <br /> other samples taken, other than those required for the tank <br /> removal, must be authorized by Diane Hinson who is overseeing <br /> the overexcavation part of this project. <br /> 7) Enclosed you will find the Authorization to Release form. This <br /> must be completed, signed by the operator of the facility, and <br /> returned with your resubmittals. <br /> 8) Enclosed you will also find the Underground Tank Disposition <br /> Tracking Record. I have completed the first section. Please <br /> complete the remaining three sections to the extent possible <br /> PRIOR TO REMOVAL and return it with the other resubmittals. <br />
