ameO <br /> WORK PLAN FOR INVESTIGATION <br /> Tracy Rail Yard Off Site South Area <br /> Tracy, California <br /> 1.0 INTRODUCTION <br /> AMEC Geomatrix, Inc. (AMEC), prepared this work plan on behalf of Chevron Environmental <br /> Management Company (CEMC) to present a description of soil and groundwater sampling <br /> proposed at the area south of the former 6th Street Tracy Rail Yard (Tracy Rail Yard) located at <br /> 780 East 6`h Street (at Central Avenue) in Tracy. California ("Off Site South Area"; Figure 1). <br /> CEMC proposes this sampling to investigate the extent of impacts previously identified at the <br /> southern boundary of Tracy Rail Yard associated with the former Tidewater Associated Oil <br /> Company (TAOC) pipeline and Old Valley Pipeline (OVP). <br /> CEMC has an established protocol for addressing its Historical Pipeline Portfolio (HPP)— <br /> Bakersfield to Richmond, which includes the former OVP and TAOC crude and Bunker C oil <br /> pipelines. The protocol provides for CEMC's use of a consistent technical approach, outlined <br /> in the document entitled Technical Approach to Site Evaluation and Decision-Making, <br /> Historical Pipeline Portfolio, Central Valley Region (Geomatrix Consultants, Inc. [Geomatrix], <br /> 2005; CTA document) under the oversight of the California Regional Water Quality Control <br /> Board, Central Valley Region (Water Board). <br /> Union Pacific Rail Road (UPRR) investigated the former 6`h Street Tracy Rail Yard has been <br /> investigated to assess impacts associated with the former Tracy Rail Yard operations under a <br /> voluntary cleanup agreement with the California Department of Toxic Substances Control. <br /> Additionally, CEMC investigated potential impacts associated with the HPP, which transected <br /> the southern (TAOC pipeline) and eastern (OVP) portions of the Tracy Rail Yard. HPP impacts <br /> at the Tracy Rail Yard have been assessed under Water Board oversight and the Water Board <br /> agreed to provide oversight for CEMC's further investigation activities with respect to the HPP <br /> at the Off Site South Area. <br /> 2.0 BACKGROUND <br /> The following sections provide information about the Off Site South Area setting, Off Site <br /> South Area geology and hydrogeology, and previous investigations conducted in the southern <br /> portion of the Tracy Rail Yard adjacent to the Off Site South Area. <br /> AMEC Geomatrix, Inc. <br /> X:\16000s\161140\4000 REG ULATORY\South WP 063011\1 txt,curs,Itrs\Text.docx 1 <br />
