amec '. <br /> WORK PLAN FOR INVESTIGATION <br /> Tracy Rail Yard Off Site East Area <br /> Tracy, California <br /> 1.0 INTRODUCTION <br /> AMEC Geomatrix, Inc. (AMEC), prepared this work plan on behalf of Chevron Environmental <br /> Management Company(CEMC) to present a description of additional soil and groundwater <br /> sampling proposed at the area east of the former 6" Street Tracy Rail Yard (Tracy Rail Yard) <br /> located at 780 East 6th Street (at Central Avenue) in Tracy, California ("Off Site East Area;" <br /> Figure 1). The proposed sampling is being conducted to investigate the extent of impacts <br /> associated with Chevron's former Tidewater Associated Oil Company (TAOC) pipeline and <br /> Old Valley Pipeline (OVP) that have been previously identified at the Tracy Rail Yard. <br /> CEMC has an established protocol for addressing its Historical Pipeline Portfolio (HPP)— <br /> Bakersfield to Richmond, which includes the former OVP and TAOC crude and Bunker C oil <br /> pipelines. The protocol provides for CEMC's use of a consistent technical approach, outlined <br /> in the document entitled Technical Approach to Site Evaluation and Decision-Making, <br /> Historical Pipeline Portfolio, Central Valley Region (Geomatrix Consultants, Inc. [Geomatrix], <br /> 2005; CTA document) under the oversight of the California Regional Water Quality Control <br /> Board, Central Valley Region (Water Board). <br /> Geocon Consultants, Inc., Kennedy/Jenks Consultants (Kennedy/Jenks), and ARCADIS <br /> investigated the former 6th Street Tracy Rail Yard on behalf of Union Pacific Rail Road (UPRR) <br /> to assess impacts associated with the former Tracy Rail Yard operations under a voluntary <br /> cleanup agreement with the California Department of Toxic Substances Control. Additionally, <br /> CEMC investigated potential impacts associated with the HPP, which transected the southern <br /> (TAOC pipeline) and eastern (OVP) portions of the Tracy Rail Yard. HPP impacts at the Tracy <br /> Rail Yard have been assessed under Water Board oversight, and the Water Board agreed to <br /> provide oversight for CEMC's further investigation activities with respect to the HPP at the Off <br /> Site East Area. <br /> The scope of this investigation is to assess the extent of impacts associated with the HPP that <br /> have been previously identified near the eastern boundary of the Tracy Rail Yard. <br /> AMEC Geomatrix, Inc. <br /> X:\16000s\161130\4000\OffSiteEastWP061511\1 txt,cvrs,Itrs\text.docx 1 <br />
