(AMEC) on behalf of Chevron. The former Old Valley
Pipeline (OVP) and TAOC crude oil pipelines were previously located on the approximately 56
acre Site. Detailed comments are provided in the attached memorandum and summarized
below. A reference figure provided by AMEC is attached to the memorandum.
The Southern Pacific Railroad/Union Pacific Railroad (UPRR) right-of-way easement is
present along the southwestern property boundary, extending into/through a portion of the
east side of the property. The Site is generally divided by north-south trending Central
Avenue, extending east-west between 4th and 6th Streets along the railroad tracks right-of-way
easement. The SPRR-Transportation Company previously utilized the Site as a railroad
maintenance facility until the 1940's, was acquired by UPRR in 1996.
The Site is divided into five investigative areas referred to as Operable Units (OU's). Parcels
OU-3 and 4 were purchased by the City of Tracy and developed into the Tracy Multimodal
Station transportation facility. Adjacent property use on all sides of the Site is residential
housing.
Central Valley Regional Water Quality Control Board (Central Valley Water Board) staff has
reviewed the reports for the previous investigations conducted. Earlier investigations
determined that impacted soil and groundwater on the Site were associated with maintenance
activities at the former railroad maintenance facility. Subsequently, according to the earlier
reports, a portion of the petroleum hydrocarbon impacts on the Site were attributable to crude
oil leaks from the historical pipelines.
California Environmental Protection Agency
07Recycled Paper
