Dean Hubbard <br /> Senior Engineering Geologist Engineer Geologist <br /> DATE: 7 December 2010 SIGNATURE: <br /> SUBJECT: REVIEW— SOIL AND GROUNDWATER INVESTIGATION REPORT, TAOC 6' <br /> STREET TRACY RAIL YARD, TRACY, SAN JOAQUIN COUNTY, CA <br /> Chevron Environmental Management Company (Chevron) submitted a Soil and Groundwater <br /> Investigation Report (Report), 30 July 2010, for the Tidewater Associated Oil Company <br /> (TAOC) 6th Street Tracy Rail Yard Site (Site). The Report was prepared on behalf of Chevron <br /> by AMEC Geomatrix, Inc. (AMEC). The approximately 56 acre Site is generally divided by <br /> north-south trending Central Avenue, extending east-west between 4th and 6th Streets along <br /> the Southern Pacific Railroad (SPRR) tracks right-of-way easement in central Tracy (see <br /> attached Figure provided by AMEC). <br /> The SPRR Transportation Company, which utilized the Site as a railroad maintenance facility <br /> until the 1940's, was acquired by Union Pacific Railroad (UPRR) in 1996. The majority of the <br /> Site features were removed by the 1980's. The Site is generally surrounded by residential <br /> development. <br /> I reviewed the referenced document, and the Phase 11 Remedial Site Investigation Report <br /> dated 6 October 2008, completed for UPRR by ARCADIS. I also reviewed related project <br /> information and my comments are summarized below. Historical information is available in <br /> the project files. <br /> BACKGROUND <br /> As a result of investigations completed since 2004, the Site has been divided into Operable <br /> Units (OU's) 1 to 5, or investigation areas. OU-1 was not investigated since the historical <br /> Chevron pipelines and related facilities were reportedly never present in this unit. In 2006, the <br /> City of Tracy purchased OU-3 and OU-4, and subsequently completed construction of the <br /> Tracy Multimodal Station, along the east side of Central Avenue. The results of investigations <br /> in the OU areas are discussed below. <br /> UPRR directed ARCADIS to investigate soil and groundwater to evaluate the extent of impacts <br /> associated with historical activities at the former railroad maintenance facility. The findings are <br /> addressed in the referenced October 2008 report by ARCADIS. The California Department of <br /> Toxic Substances Control (DTSC) is the lead agency for the UPRR Site investigations. <br /> In December 2008, Chevron agreed to investigate soil and groundwater conditions to <br /> determine if the Site had been affected by crude oil leaks from the historical Old Valley <br /> Pipelines (OVP) and/or the TAOC pipelines.
