Scott Mansholt <br /> Chevron Environmental Management Company <br /> 6111 Bollinger Canyon Road <br /> Room 3432 <br /> San Ramon, CA 94583 <br /> REVIEW — ADDITIONAL SOIL AND GROUNDWATER INVESTIGATION WORKPLAN, <br /> TAOC 6T" STREET TRACY RAIL YARD, TRACY, SAN JOAQUIN COUNTY <br /> Chevron Environmental Management Company (Chevron) submitted a Workplan for <br /> Additional Soil and Groundwater Investigation (Workplan) dated 31 March 2009, for the <br /> Tidewater Associated Oil Company (TAOC) 6th Street Tracy Rail Yard Site (Site). The <br /> Workplan was prepared on behalf of Chevron by AMEC Geomatrix, Inc. (AMEC). The <br /> undeveloped Site (approximately 56 acres) is generally divided by Central Avenue extending <br /> east-west along 4th and 6th Streets along the Southern Pacific Railroad (SPRR) tracks right- <br /> of-way easement in central Tracy. Residential developments generally surround the Site. <br /> BACKGROUND <br /> The SPRR-Southern Pacific Transportation Company was acquired by Union Pacific Railroad <br /> (UPRR) in 1996. Since 2004, soil and groundwater investigations have been conducted at the <br /> Site for UPRR, the City of Tracy, and a prospective buyer of the property. According to <br /> historical data, the Site was utilized as a railroad maintenance facility until it was <br /> decommissioned in the 1940's, when a welding business then operated on the Site. The <br /> majority of the Site features were removed in the 1980's. <br /> As a result of the earlier investigations, the Site has been divided into separate operable units <br /> (OUs) 1 to 5 or investigation areas. The City of Tracy has begun construction of the Tracy <br /> Multimodal Station on portions of OU-3 and OU-4, located east of Central Avenue. <br /> As a result of prior Site activities associated with the former rail yard operations, UPRR <br /> directed their consultant to investigate soil and groundwater to determine the extent of <br /> impacts. It was previously established that the California Department of Toxic Substances <br /> Control (DTSC) is the lead regulatory agency for UPRR's investigations. <br /> During December 2008, Chevron agreed to conduct investigations to determine if soil and/or <br /> groundwater at the Site have been affected as the result of leaks from the historical Old Valley <br /> Pipelines (OVP) and/or from the TAOC pipelines. <br /> California Environmental Protection Agency <br /> �a Recycled Paper <br />
