0 <br /> C�) <br /> Limited Subsurface Investigation anteagroup <br /> Work Plan <br /> 908 East Scotts Avenue <br /> Stockton, California <br /> 1.0 INTRODUCTION <br /> Antea TmGroup has prepared this work plan for conducting a limited subsurface investigation for the site located at <br /> 908 East Scotts Avenue,Stockton, California. This subject property (parcel ID#15130001) encompasses the entire <br /> city block (1.72 acres) bounded to the north by East Scotts Avenue, the west by South Aurora Street, and to the <br /> east and south by railroads. <br /> As a follow up to a recent environmental assessment conducted at the subject site,Antea Group plans to complete <br /> this limited subsurface investigation to establish baseline soil conditions prior to a potential property transaction. <br /> This planned investigation focuses only on soil testing at certain features or in general areas identified as potential <br /> environmental concerns (PECs) due to the historical industrial occupancy of this property and the surrounding <br /> areas.. Soil testing locations will focus on those PECs with the highest potential for soil contamination, based on <br /> the findings of the Phase I ESA. In addition,Antea Group will evaluate the possible presence of subsurface features <br /> that may indicate PECs not identified during a recent Phase / Environmental Site Assessment (ESA). Planned <br /> activities at the site include a site walk, utility clearance and ground-penetrating radar (GPR) survey, shallow soil <br /> boring advancement,and soil sampling/analyses. <br /> 2.0 SITE BACKGROUND <br /> In February 2012,Antea Group completed a Phase I ESA for the subject site. The report concluded that based on <br /> the available historical information dating back to 1895, industrial development of the subject property and <br /> surrounding area occurred prior to 1895. Specifically, the subject property's usage has included various industrial <br /> operations for well over 100 years,including the following(all dates are approximate): <br /> • Prior to 1895 to 1920s—agricultural implement manufacturing (Houser & Haines Manufacturing Co. and <br /> The Holt Manufacturing Co.). <br /> • 1920s to late 1950s—truck and tractor or implement repair and manufacturing. Original buildings were <br /> razed sometime in this period,and newer buildings were constructed. <br /> • Late 1950s to present—various truck/tractor or agricultural implement repair facilities, a helicopter blade <br /> repair shop, machine shops, and other miscellaneous commercial and industrial operations, including <br /> furniture manufacturing and glass repair. <br /> The recent Phase I ESA revealed the following recognized environmental conditions (RECs), as defined by the <br /> American Standard for Testing and Materials(ASTM)standard E1527-05,in connection with the subject property: <br /> 1 www.anteagroup.com <br />
