The proposed budget and associated scope of work were <br /> reviewed for general compliance with the "reasonable and necessary' requirement of <br /> Section 2808.2(b)(1) of the UST Cleanup Fund regulations, Chapter 18, Title 23, CCR. <br /> In addition, the Fund's 5-Year Review Unit recommended that your site be considered <br /> for closure in a "USTCF 5-YEAR REVIEW SUMMARY" dated April 23, 2008. If you <br /> have not already done so, we recommend you and your consultant assemble a <br /> comprehensive closure request package for submission to your lead regulatory <br /> agency. An example "Table of Contents" for a closure request can be found attached <br /> to this letter. If your closure request is denied by the lead regulatory agency, you may <br /> petition the State Water Board for case closure. For more information about how to file <br /> a closure petition or other UST related petition, go to the UST Program website: <br /> http://www.waterboards.ca.-gov/water issues/programs/ust/cleanup/petitions shtml <br /> In your 18-month budget request, a total amount of$68,276 was requested through the <br /> first quarter of 2010, including $19,860 for well abandonment and site restoration <br /> during the fourth quarter of 2009, and $20,016 for limited hydrogen peroxide injection. <br /> These amounts appear reasonable for the proposed tasks; however, conducting the <br /> hydrogen peroxide injection(s) may not be necessary for obtaining closure. Therefore, <br /> documentation of regulatory direction for performing this remediation will be required <br /> when submitting the reimbursement request. Furthermore,_ many sites in this region <br /> are being granted a reduction in monitoring frequency, from quarterly down to semi- <br /> annually.
