PHS/EHD has the following comments for your consideration.
The work plan included a proposal to install two air sparge wells and three vapor wells to determine
if vapor extraction and air sparging are viable remedial options and to ascertain design specifications
should either or both remedial alternatives be deemed effective following cost and technological
feasibility analysis. The work plan also stated that at minimum two soil samples would be collected
from each boring for laboratory analysis. PHS/EHD recommends that additional soil samples be
submitted for laboratory analysis if necessary to better define the extent of soil contamination to be
remediated or to obtain site specific information to evaluate the potential migration and
environmental fate of any residual soil contamination following active remedial efforts.
PHS/EHD concurs that a reduction in the sampling frequency of monitoring wells, MW1, MW2,
MW4, and MW5, was approved until such time as the active remediation effort is undertaken, at
which time the sampling frequency of wells throughout the site will be re-evaluated.
Enclosed is a permit for the wells proposed in the addendum. PHS/EHD hopes that once active
remedial efforts are undertaken that site closure conditions can be achieved. Please contact me at
(209) 468-0337 at least 2 working days prior to implementing field activities, so that site
inspections may be scheduled.
Donna Heran, REHS, Director
Environmental Health Division
Mary Meays, Senior REHS Margaret Lagorio, REHS
Site Mitigation Unit Lead Senior
MM\106SEC
cc: Elizabeth Thayer, CVRWQCB
cc: George Lockwood, SWRCB Cleanup Unit
cc: Jeanne Homsey, Smith Environmental
A Division of San Joaquin County Health Care Services
