PHS/EHD has prepared the following comments for your consideration.
The quarterly report included the results of the June 2, 1994 sampling event. Groundwater contamination
continues to be evidenced in MW2 and MW3. Since groundwater monitoring has been initiated on
August 25, 1993, three monitoring events have occurred. During these events the groundwater elevation
has been measured and the gradient direction has been determined to be in the southeast (6/94)
east/northeast (3/94) and southeast (8/93).
PHS/EHD requested in correspondence dated December 17, 1993 that the extent of soil and groundwater
contamination be determined and that a work plan be submitted by February 28, 1994 for the
investigation. PHS/EHD granted an extension for two quartets to ascertain the predominant groundwater
gradient direction for the purpose of locating additional monitoring wells. Please submit by August 8,
1994 a work plan to continue the requested investigation along with a survey locating any private,
municipal or irrigation wells within 2000 feet of your site.
PHS/EHD also requested that a disposal plan be submitted for the contaminated soil and groundwater
which was generated during the prior investigation. PHS/EHD was informed by you during an office
meeting on March 3, 1994 that the contaminated soil was disposed with soil generated from the facility
across the street, 239 South Stockton, Ripon. PHS/EHD contacted Rich Hamilton, with SEMCO, and was
informed on June 23, 1994 that he had no knowledge of disposing of soil generated from your site with
soil generated from 239 South Stockton. Please provide written documentation of the disposal of
contaminated soil generated at your site.
If you have any comments, questions or wish to schedule a site inspection, please contact Mary Meays,
Senior REHS, of my staff at (209) 468-0337.
Donna Heran, REHS, Director
Environmental
Health Division
lw , ' 0-t /-
Mary Meays, Senior UUREHS Diane M.
