Approve Use Permit No. UP-92-27 with the Findings and Conditions of Approval given In the <br /> staff report. <br /> FINDINGS <br /> 1. The establishment, maintenance, and operation of the use does not conflict with the General Plan. <br /> • Staff can make this finding because the proposed trucking terminal Is consistent with <br /> the Umtted Industrial General Plan designation for the site. <br /> 2. Adequate utilities, access roads, sanitation, drainage, and other necessary facilities have been <br /> provided, and the proposed improvements are property related to the existing and proposed <br /> streets and highways. <br /> • Staff can make this finding because the site has access by frontage on Roth Road <br /> and Harlan Road, and provisions for septic systems, an on-site well, and on-site <br /> drainage must meet County standards. <br /> 3. The property involved is of adequate size and shape to accommodate the proposed use and all <br /> yards, building coverage, setbacks, parking areas, and other requirements of this Title. <br /> • Staff can make this finding because the site plan, along with the recommended <br /> Conditions of Approval, will ensure that all code requirements and other standards <br /> will be met. <br /> 4. Issuance of the permit will not be significantly detrimental to the public health, safety, or welfare <br /> or be injurious to the property or improvements of adjacent properties. <br /> • Staff can make this finding because the Initial Study prepared for this Item found no <br /> potentially significant environmental Impacts. <br /> PROJECT DESCRIPTION <br /> The applicant is proposing a trucking terminal for 25 trucks on a ten-acre site. Originally, the application <br /> was for only eight to ten trucks; however, the applicant would like the flexibility to expand to 25 trucks. <br /> The proposal includes an existing 7,413-square-foot office, a 5,000-square-foot repair shop, a 15,000- <br /> gallon underground fuel tank, and, for Phase 2, a truck washing facility. Hours of operation are from 4:00 <br /> am. to 6:00 p.m., daily. Most of the activity at the site will occur for a two-hour period in the morning from <br /> 4:00 am. to 6:00 am. and during a two-hour period in the evening between 4:00 p.m. and 6:00 p.m. <br /> Drivers will bring in empty trucks for fueling and repairs and will be dispatched from the site. <br />
