❑ APPLICATION PROCESSING ENVIRONMENTAL The County will decide if the proposal will have an REVIEW adverse effect on the environment. If there are no adverse effects, the application will be processed. If there are potential adverse effects, further environmental review will be required. This may extend the processing time. REFERRALS AND Staff will refer the application to any County APPROVAL departments , other agencies , and surrounding property owners affected by your proposal . At the end of a review and referral period of about 4 weeks, the Planning Director will approve your application if he can make the required findings . If the Director cannot make the required findings , the application will be denied. FINAL APPROVAL The action of the Director can be appealed to the Planning Commission. This action is final unless appealed. For further information on the- length of the appeal period, contact the Planning Staff . ❑ OBTAIN ANY PERMITS NECESSARY TO START YOUR PROJECT The Planning Division will send you the permit giving the final action and listing all conditions , if approved. Obtain any other required permits and start your project. 1. In addition to the Site Approval site plan, an Improvement Plan may be required by the Public Works Department as a condition of appro- val. This is an engineered plan showing drainage, grading, access and circulation/parking details. ❑ FINDINGS REQUIRED FOR APPROVAL For your information, the following findings must be made before the application can be approved. 1. The establishment, maintenance and operation of the use does not conflict with the General Plan. 2 . Adequate utilities , access roads, sanitation, drainage and other necessary facilities have been provided and the proposed improve- ments are properly related to existing and proposed streets and highways . 3 . The property involved is of adequate size and shape to accommodate the proposed use and all yards , building coverage, setbacks , parking areas and other requirements of this Title . 4 . Issuance of the permit will not be significantly detrimental to the public health , safety, or welfare or injurious to the property or improvements of adjacent properties .
