Box 388 • Stockton, CA 95201 <br /> 209/468-3420 �✓ <br /> JAMES M LANGSTON MAILED JUN 151995 <br /> P O BOX 97 <br /> LATHROP CA 95330 <br /> RE: LANGSTON' S ARCO SITE CODE: 1503 <br /> 15615 South Seventh Street <br /> Lathrop, CA 95330 <br /> San Joaquin County Public Health Services, Environmental Health <br /> Division (PHS-EHD) has reviewed the WHF response to PHS-EHD' s May <br /> 4 , 1995 correspondence and has the following comments . <br /> On November 18 , 1994, PHS-EHD received the Quarterly Monitoring <br /> Report for the Third Quarter-1994 sampling event of September 30, <br /> 1994 . On January 3 , 1995, a report of the December 1994 <br /> Monitoring event was received. <br /> On April 10, 1995, PHS-EHD received the "Quarterly Groundwater <br /> Sampling Report, December 1994" under letterhead by WHF. Included <br /> in this report was the data for the December 29, 1994 groundwater <br /> elevation data and gradient information for this date as well as <br /> the sampling data for the September 30, 1994 event . All of this <br /> information has been previously received, reviewed and accepted <br /> by PHS-EHD. <br /> By submitting the same information in an incomplete Quarterly <br /> Report format four months later, your consultant generated <br /> additional review time and confusion for staff and caused the May <br /> 4, 1995 letter to be generated. <br /> PHS-EHD apologizes for the confusion and requests that you ensure <br /> that your consultant only submit the required information once <br /> unless specifically requested to do otherwise. <br /> Argumentative responses by your consultant are not considered <br /> reimbursable by the Cleanup Fund and PHS-EHD advises that <br /> responses to such correspondences are time consuming to answer by <br /> staff and also are not reimbursable items as recognized by the <br /> Fund. <br /> The argumentative comments concerning the quarterly sampling and <br /> monitoring in your consultants letter seem to indicate that PHS- <br /> EHD was at fault for some delay in report submittals . In order to <br /> accurately place additional monitoring wells in the future, PHS- <br /> EHD has required consistent and timely hydraulic gradient <br /> information as well as groundwater chemical analyses to be <br /> A Division of San Joaquin County Health Care Services <br />
