Seventh St. RO# : 00316 <br /> Lathrop, CA,95330 <br /> San Joaquin County Public Health Services,Environmental Health Division (PJS-EHD) has <br /> reviewed the "Additional Site Assessment Report" (ASAR) dated April 3, 2000 as submitted by <br /> Advanced GeoEnvironmental (AGE) on April 28,2000 and has the following comments. <br /> The report compiled data from four(4) soil borings (push-points "B-1 to B-4") installed at the site <br /> on April 16, 1999. Included in the report was a notation that a groundwater monitoring and <br /> sampling event was held on March 16, 1999. The Quarterly Monitoring Report (QMR) for this <br /> event including the partial data listed in the ASAR are to be submitted to PHS-EHD in report form <br /> immediately. <br /> Conclusions and recommendations included within the ASAR suggested that due to groundwater <br /> contamination detected in all four push points,that further investigation was wan-anted. PHS-EHD <br /> agrees with this recommendation and will require the MtBE groundwater plume to be laterally and <br /> vertically delineated. A work plan that proposes this continuing investigation is to be <br /> submitted to PHS-EHD by June 30,2000. <br /> In addition,you are hereby directed to enact Quarterly Monitoring and groundwater <br /> sampling events immediately. The QMR for the second quarter,2000, is due at PHS-EHD <br /> no later than July 17,2000. All subsequent QMRs are to be submitted to PHS-EHD within <br /> 15 days of the end of the quarter the event took place. <br /> The sensitive receptor survey noted in the recommendation section of the ASAR is to be completed <br /> during this Second Quarter-2000 and the results of the survey are to be included in the QMR for <br /> this period. <br /> Substantial petroleum contamination remains in the groundwater on and offsite. Since the ASAR <br /> was submitted a year after the work was completed,no QMR has been submitted since March 1998, <br /> and the need for remediation has not been evaluated,you may be considered recalcitrant. With the <br /> groundwater MtBE plume undefined and multiple domestic wells on nearby properties,you have <br /> failed to take responsible actions for your site. By not sampling your monitoring wells or <br /> conducting a well/receptor survey prior to this date,you may have increased your liability by <br /> impacting some one's drinking water.
