Box 388 • Stockton, CA 952 " '
209/468-3420
MAILED JAN 2 51996
JAMES M LANGSTON
PO BOX 97
LATHROP CA 95330
RE: LANGSTON"S ARCO SITE CODE: 1503
15615 South Seventh Street
Lathrop, CA 95330
San Joaquin County Public Health Services, Environmental Health Division (PHS-EHD) has reviewed the
"Workplan Phase II Lateral & Vertical Extent of Second Aquifer, Revised" dated January 10, 1996 as submitted
by WHF, Inc. and has the following comments.
The four monitoring wells currently on and off-site were installed in September 1995 and to date, only one
groundwater monitoring quarterly report has been submitted to PHS-EHD for review. Monitoring wells MW-2,
MW-3, and MW-4 were non-detect for all constituents tested. No groundwater data for monitoring well EW-I
was available in this report.
Monitoring well EW-1 is considered by PHS-EHD to be a very important well. Its location is immediately
down gradient to the former underground tanks and it is located in soils that could not be removed by the recent
over-excavation. Groundwater data from this well is very important and the well must be able to provide
repeatable sampling events and be constructed in a way that provides at least the minimum purgable amounts
(three to five casing volumes) and recharge parameters (80% of depth to water within one hour after purging).
If efforts to bring this well into minimum standards are not met, the well will be considered improperly installed
and must be replaced under a permit issued by PHS-EHD.
Without multiple and acceptable groundwater sampling events from EW-I, PHS-EHD has concluded that a
second aquifer investigation is not warranted at this time. Your proposal to place three second aquifer wells is
denied.
You are hereby directed to continue to quarterly sample all four monitoring wells and submit a Quarterly
Monitoring Report to PHS-EHD prior to the next sampling event. As repeatable sampling data indicates and
when you can support conclusions that a second aquifer investigation is warranted, PHS-EHD will evaluate a
proposal to place deeper wells.
Please direct any questions you may have to Michael Infurna at (209) 468-3454.
Donna Heran, RENS, Director
Environmental Health Division
Michael Infurna, Senior REHS Diane M.
