Seventh St. RO#: 00316 <br /> Lathrop, CA., 95330 SWRCB-CUF#: 00367 <br /> San Joaquin County Environmental Health Department(EHD) has reviewed Corrective Action Plan(CAP) <br /> submitted by your consultant and has the following comments. <br /> The CAP included a Site Conceptual Model, a fate and transport model, and an evaluation of three remedial <br /> alternatives that could be effective at cleaning up the release from the former underground storage tanks <br /> (UST) located at this site. <br /> Your consultant concluded that the extensive soil excavation and removal of contaminated soil from the site <br /> in 1995 was successful at removing a large majority of the soil impacted from the UST release but the <br /> unreachable contaminated soil left at the eastern edge of the property continues to impact the ground water <br /> at the site. <br /> A fate transport model included in the Plan estimated that this residual contamination will continue to leach <br /> into the ground water and spread westerly across the site and up to 500 feet beyond. <br /> EHD concurs with conclusions included in the Plan that dual phase extraction (DPE)could be effective at <br /> removing the residual petroleum contamination that remains below first ground water levels at the eastern <br /> edge of the site. The recommendations included in the Plan included installing one DPE well in the eastern <br /> side of the site to test the feasibility of this action. An additional monitoring well would also be installed to <br /> monitor ground water levels and effectiveness of the DPE process. EHD agrees with the recommendations <br /> and requires a work plan to be submitted detailing the well construction and test details.
