The NFAR was
submitted by your consultant, Anteagroup and discussed the history of the site and the remedial action at
the site since 2006. Your consultant concluded that declining trends of petroleum concentrations in the
groundwater samples collected from the monitoring wells installed for this site and declining remedial
recovery rates indicate that the site qualifies for no further action.
The EHD has reviewed the data and agrees that a closure evaluation is warranted but will need additional
information that was not in the NFAR you submitted.
Please submit a no further action report that includes the items listed in the Tri-Regional Board Staff
Recommendations for Preliminary Investigation and Evaluation of Underground Storage Tank Sites,
Section 6.6. Also included in this report should be a site chronology, a completed site closure checklist
from the Tri-Regional guidelines, and the estimated dates the concentrations of the chemicals listed
below will reach the Water Quality Objectives noted:
• total petroleum hydrocarbons as gasoline (TPHg), 5 micrograms per liter(ug/1),
• benzene, 0.15 ug/1,
• toluene, 42 ug/I,
• ethylbenzene, 29 ug/l,
• xylenes, 17 ug/l,
• methyl tertiary butyl ether (MtBE), 5 ug/I and
• 1,2-dichloroethane (DCA), 0.4 ug/I.
Prior to a site being granted a no further action status, a soil vapor intrusion evaluation must be submitted
to and approved by the EHD. Please follow San Francisco Bay Regional Water Quality Control Board
(SFBRWQCB) guidelines for Environmental Screening Levels (ESL) to determine if a potential risk to the
public is present from the residual contamination at the site.
If you have any questions, please contact Michael Infurna at(209))4468-3454.
Michael J.
