With elevated levels of adsorbed and
dissolved petroleum constituents still present in the soil and ground water around MW-3
and MW-13 clusters and relatively low levels of contaminated vapors entering the
remedial system, your consultant has determined that a modification to the system is
warranted before other remedial efforts are tested.
In addition, the dissolved plume is not defined to the southwest, near existing MW-11.
The EHD has advised that additional investigation is needed in this area.
To address these concerns, the RAP addendum proposes installing two monitoring
wells, MW-14M and MW-14D between existing MW-3 and MW-13 clusters, installing
new MW-15M and MW-15D down gradient of MW-11 and installing two confirmation soil
borings (CB-3 and CB-13) in the MW-3 and MW-13 areas to gather soil data to support
residual mass estimates.
Soil and ground water data collected during this phase will assist in determining what
modifications will be required to update the existing IAS/SVE system to ensure that it
will be more effective at mitigating the impact to the subsurface.
EHD concurs with your consultant's proposal. The RAP addendum is adequate
and necessary and approved. [H&S Code 25296(c)(3)].
Please submit a Well Permit Application Form and $383 fee per parcel immediately.
