I'll be honest. elevated levels of residual HCs in the gw won't get you NFA just because your system'can't
get the HCs out....I won't approve'an NFAR with thousands of TPHg or hundreds Benzene, or multiple tens
of 1,2-DCA, TBA, or MtBE....you got to-get these COCs down to MCLs or darn close.....
if SVE alone or in combo with IAS isn't reaching your problem or not adequately reducing your
concentrations or if the system is not cost-effective, or at it's design limits have been met or surpassed, you I
must change horses to continue on this trail to.getting a NFA partner.(that's my Texas talk)..
if you can with this system or with small cost effective changes get your TPHg down to hundreds, Benzene
down below 900, and the Oxys down to low two digit numbers then polish therm off with insitu oxidants...
(numbers are ppb in gw)
you'll need a bench scale test (bst)for anything OTHER.than ambient air injection. Ozone, peroxide,
persulfates, Fentons', etc ALL require a bst before you can enact. "....or get some Calif certified
Geophysicist/chemical engineer to state the addition/injection of an oxidant will NOT produce any harmful
byproducts..(yea, like some Gp/Eng is gonna state and sign that w/o a bst...)
your next step should be to get me a professional conclusion in some report that states you feel the current
RA is not adequate and you recommend "XYZ" now. I'll review and comment on your"technical
justification" and if approved, tell you to submit a revised RAP based on feasibility and cost-effectiveness.
You claim that XYZ will work better and cheaper at this site than "ABC'will any you want to field test it'. I
say ok, tell you to send in the work plan for the wells,.borings, soil collection, etc and you go and get the
data you need.to prove your point and design a system. You then put all this in a revised RAP.and send it
to me. I approve your RAP, put you thru PP (public participation, which may be waived, depending on
Rem action)...you pass-PP and you install system an go online...
that what you had in mind?
From: Eric Muehlberger [m"ailto:EMuehlberger@deltaenv.com]
Seat: Monday,"April 07, 2008 12:15 PM
To: Mike Infurna [EH]
Subject: Former Canteen site
Mike,
i
We are pulling together a proposal to conduct'some additional work at the subject site to address
some of your questions/concerns voiced while Mike McCreight and I had lunch with you last
November. I wanted to make sure we are not going on a wild bunny chase.and check in with you
first..My question is do we submit to you for"preapproval" prior to beginning work?
Eric W.
