The soil vapor extraction (SVE) unit construction.was done
and the unit was to be placed online soon. The air sparge (AS) unit construction was
nearing completion and was due to be online soon as well. With the piping installation
to the wellheads complete, the EHD took this opportunity to inspect a representative
number of the vapor wells (VE-1 thru VE-5) and air sparge wells (AS-1 thru AS-13), as
well as the monitoring wells onsite for construction damage and compliance with the
San Joaquin County Well Standards.
On inspection, it was noted that all of the inspected vapor wells and air sparge wells
lacked an adequate grout seal inside the traffic box. Only gravel was present inside
these traffic boxes, and all had penetrations into the 'skirt' sheet metal, which could
allow liquids to migrate into the box from the surface and then downward through the
gravel.
The EHD did not require the interiors of the traffic boxes to be grouted initially, as
mandated by our Well Standards, so that additional construction (trenching for SVE/AS
piping) could occur. Unfortunately, the interiors of the traffic boxes were not grouted
when they were set.
The EHD requires that grout seals be added to the interior of every (VE, AS, and MW)
traffic box/well-head. As guidance, the grout for every well should extend up into the
lower half of the inner traffic box skirt and the PVC casing should extend slightly higher,
into the upper half of the inner traffic box skirt. In addition, any penetrations into the
traffic box `shirt' are to be sealed with a non-petroleum sealant, and the traffic box is to
be watertight.
