We had asked for pre-approval of our 2003 groundwater monitoring in a <br /> letter dated January 24, 2003. They said our pre-approval request was incomplete for the following reasons: <br /> I. A minimum of three competitive bids is required for the proposed scope of work. Ms. Jennifer White added a note: "IfAES-Regulatory <br /> Services, Inc. would like to be pre-approved for the proposed quarterly monitoring costs (which appear reasonable) they would need to <br /> reduce the proposed costs for Project Management, Project Manager at$120 an hour for 60 hours (that amount is much higher than the <br /> Cleanup Fund typically sees for this kind of work)." I guess they are telling me that I can be pre-approved to conduct the monitoring from <br /> Austin if I reduce my Project Management hours and billing rate? Also, I have not obtained 3 bids for several years since the monitoring <br /> phase has not been that complicated and is in fact declining. Do I really need to obtain three bids? <br /> 2. A completed "Cost Pre-Approval Request" form; signed by the claimant or an authorized representative. I do not remember submitting <br /> this in the past, but we can comply with this. However, the form they attached has a space for a claim number, and we have not been assigned <br /> one yet! <br /> 3. A signed copy of the appropriate lead regulatory oversight agency approval letter for the proposed plan and all addenda. That would be <br /> you, and in the past I submitted your email directing us to continue monitoring until otherwise directed. I failed to do that this time, figuring <br /> they had it in the file. I can send another copy, but they may want something more substantial. <br /> Maybe Ms. White is new to the agency and is going by the book?
